About VETTED
One company. Two lines of work. The same standard.
VETTED is a service-disabled veteran-owned small business based in Troy, Michigan. We provide in-home care for veterans in Oakland, Macomb and Wayne counties, and we compete for federal contracts as a prime contractor.
What we do
VETTED does two kinds of work. They look different from the outside. Inside the company, they run on the same rules.
Veteran Care. We send trained caregivers into veterans' homes for VA-authorized home care. That includes Homemaker/Home Health Aide visits, respite for family caregivers, and support for Veteran-Directed Care where the program allows. Our caregivers help with everyday tasks: bathing, dressing, meals, getting around the house, errands and company. The care is non-medical. We accept VA community care referrals and work within the hours VA sets.
Federal Contracting. We pursue federal work as a prime contractor, with a focus on the Department of Veterans Affairs. Our lanes include healthcare and senior care services, facility support, and program management. When a project needs skills we don't have in-house, we lead the program, perform our share of the work, and team with other service-disabled veteran-owned businesses first.
Both lines share one idea. Veterans deserve people who show up when they said they would, do the job the right way, and tell the truth when something goes wrong.
Evan Shelline, founder and CEO
Evan enlisted in the U.S. Navy after September 11, 2001. He went through BUD/S, became a Navy SEAL, and served for about a decade on deployments around the world. He earned combat decorations during that service.
After the Navy, Evan led maritime security and counter-piracy operations. He directed more than 60 vessel protection operations, and none of them had a security incident. That kind of work depends on careful planning, clear roles, and people who do the small things right every time. It is the standard VETTED holds itself to.
Evan has more than 20 years of operational leadership behind him. Today he is a father of four, a member of his local VFW post, and chair of the Veteran Advisory Committee at Lily Hospice. That role keeps him close to veterans and their families in our area, and to what they need.
He started VETTED to serve those veterans at home, and to bring the same discipline to federal work that serves veterans on a larger scale.
Chris Warburton, co-owner and vice president
Chris has spent more than 15 years running healthcare operations. He has led multi-million-dollar healthcare businesses across nine facilities with more than 160 staff. He knows the unglamorous parts of care: scheduling, training, supervision, payroll, documentation and the phone call at the end of a long day.
Chris also owns two separate companies. Lily Hospice is a Medicare-certified, ACHC-accredited hospice serving Oakland, Macomb and Wayne counties. Balanced Home Care is a non-medical home care company in Troy. Neither is part of VETTED. They are affiliated with VETTED only through Chris's common ownership. His experience running them is a big reason VETTED can build its care operation carefully from the start.
Why VETTED exists
We started VETTED for two reasons.
The first is close to home. A veteran who qualifies for in-home care through VA still needs an agency that will accept the referral and staff it reliably. Without one, families carry the load alone. We want to be a provider a veteran can ask for by name, and one that VA social workers trust to answer the phone and staff the case.
The second is about federal work. Government agencies, and VA in particular, need contractors who plan well, communicate plainly and deliver what they promised. That is how veterans are trained to work. We want to bring that discipline to federal contracts and to build a team of veteran-owned partners who do the same.
The Dole Act, signed in January 2025, requires VA to make Homemaker/Home Health Aide care and Veteran-Directed Care available at every VA medical center by early 2027. More veterans will be looking for home care. We intend to be ready, and to grow only as fast as we can do it well.
What we value, and what it looks like
Integrity
We tell people the truth, even when it costs us work. If we can't staff a case, we say no quickly so the social worker can call someone else. We explain VA benefits plainly and never charge to help with a claim. We don't use VA or military insignia to sell anything.
Accountability
We own our mistakes. If a caregiver is going to be late or miss a visit, we call the family ourselves. We document what we do so we can show it. On federal work, we perform our own share of every contract and follow the rules on subcontracting.
Service
We work for the veteran in front of us. We match caregivers by schedule, location and temperament, not just by who is free. We train every caregiver before their first unsupervised visit. When a family needs something we don't offer, we point them to someone who does.
Based in Troy, Michigan
Our office is at 2125 Butterfield Dr, Suite 299, Troy, MI 48084. From Troy, we serve veterans across Oakland, Macomb and Wayne counties. We hire caregivers from the communities we serve and build routes close to home, so visits stay consistent.
Our federal work is run from the same office. We are Michigan-based and serve agencies nationwide through teaming with other qualified small businesses.
