Founder and President
Former U.S. Navy SEAL who enlisted after 9/11 and served about a decade in the U.S. Navy, including about six years with the SEAL Teams, deploying globally. After the Navy, he led maritime security and counter-piracy operations, directing 60+ vessel protection operations with zero security incidents. His experience covers operational planning, personnel management and risk management.
Relevance: program leadership, operational planning, risk management, personnel accountability.

Chris Warburton
Co-owner and Vice President
15+ years running healthcare operations, including multi-million-dollar healthcare businesses across nine facilities with 160+ staff. Hands-on experience with staffing, scheduling, supervision, quality, documentation and regulatory compliance.

How to evaluate a new prime
In negotiated acquisitions, FAR 15.305(a)(2)(iv) provides that an offeror without a record of relevant past performance may not be evaluated favorably or unfavorably on past performance. Many solicitations also allow offerors to cite the experience of key personnel, predecessor companies or affiliates. How much weight that experience carries depends on the solicitation.
