How to evaluate a new prime
In negotiated acquisitions, FAR 15.305(a)(2)(iv) provides that an offeror without a record of relevant past performance may not be evaluated favorably or unfavorably on past performance. Many solicitations also allow offerors to cite the experience of key personnel, predecessor companies or affiliates. How much weight that experience carries depends on the solicitation.
